This envelope of a stamp trade was delayed by the USA Homeland Security Department and then forwarded after inspection. The cover was slit with a razor type knife and then resealed by a green tape at the return address end. No notes, labels, or anything to indicate that it was inspected or why. But it was opened and contents examined then sealed again. Could it be that the HSD inspects all our mail if we are corresponding with international persons regardless if it is the innocent stamp collector? Since I collect the odd and unusual covers such as this cover it will fit nicely in my Auxillary Markings Cover Collection!
